You make Phantasy Star Online 2 full screen by following the below steps:

• Select Environment Settings underneath the orange Start Game button on the Phantasy Star Online 2 launcher
• Click Screen which can be found between Simple and Graphics
• Change from Window Mode to Virtual Full Screen Mode
• Make sure to hit Save Settings before loading your game

Choosing Virtual Full Screen mode should result in the game taking up the whole of your monitor. It should automatically adjust to your PC’s current resolution, but you cannot change the resolution with the Virtual Full Screen Mode enabled.
